Biden Administration Proposes Major Infrastructure Plan


On Wednesday, President Biden is set to introduce an extensive and ambitious infrastructure plan that, if approved, would revolutionize the transportation methods, power generation, internet speeds, water quality, and the structural conditions of schools for Americans. This proposal, named the American Jobs Plan, encompasses substantial improvements to various aspects of infrastructure, addressing key priorities that enjoy bipartisan support and are favored by the majority of the American population. These enhancements include upgrades to bridges, broadband, and buildings.


The $2 trillion proposal comprises several key components:

  1. $115 billion allocated for the repair and reconstruction of bridges, highways, and roads.
  2. $100 billion designated for the nationwide expansion of high-speed broadband.
  3. Another $100 billion earmarked for the upgrading and construction of new schools.
  4. An additional $100 billion intended to enhance power lines, promote a shift to clean energy, and facilitate the development of U.S. clean energy infrastructure.

This plan goes beyond mere infrastructure improvements, as it includes a substantial initiative by the federal government to significantly reduce the country’s greenhouse gas emissions. The proposal also addresses issues of racial inequalities and aims to strengthen the U.S. economy to compete with China.

However, the fate of this proposal hinges on it being signed into law. Democrats, holding a slim majority in the House and controlling the Senate through Vice President Harris’ tiebreaking vote, face challenges. Republican concerns about the proposal’s cost and corporate tax increases are already surfacing. Democrats may need to navigate complex Senate procedures to push through the legislation, potentially limiting its scope. Additionally, maintaining party unity will be crucial, given that some moderates are wary of the historically high spending levels, while certain progressives are advocating for even greater expenditures.

President Biden’s announcement in Pittsburgh on Wednesday marks the initial phase of a broader plan to overhaul the economy. Further proposals addressing education, childcare, and other social programs—referred to as “human infrastructure”—are anticipated in the coming weeks.


The initial package encompasses two environmental initiatives that President Biden frequently emphasized during his presidential campaign: the establishment of a Climate Conservation Corps, inspired by the New Deal, dedicated to conservation projects and environmental justice efforts, and a decisive transition from gasoline-powered to electric vehicles.

Biden proposes substantial investments, amounting to billions, in rebates and tax incentives to encourage the adoption of electric vehicles by Americans. Additionally, he suggests funding the conversion of thousands of transit and school buses from diesel to electric, accompanied by incentives for state and local governments to develop electric vehicle charging stations to support these new electric cars and buses.

In total, the plan allocates $174 billion for bolstering the electric vehicle market, surpassing the funds allocated for highway and bridge repairs. The proposal also seeks to expedite private investments in clean energy, such as wind and solar, through the expansion of investment and production tax credits and support for existing state and local projects with similar objectives.

President Biden has consistently emphasized addressing historic racial injustice as a top priority of his administration, and this commitment is reflected in the infrastructure proposal. The plan includes the replacement of all lead pipes and service lines across the country, addressing dangerous infrastructure flaws that disproportionately impact communities of color, such as Flint, Michigan. Furthermore, $85 billion is allocated for improving and expanding mass transportation, a crucial mode of transportation for many people of color.

The proposal goes a step further by incorporating a $20 billion initiative to reconnect urban neighborhoods that were severed, demolished, and adversely affected by highways planned and constructed with little consideration for the residents along their paths.
